What is payroll-bot?
payroll-bot is ADP's research crawler for public legal and payroll material. ADP's technical documentation says it collects government regulatory documents from around the world. It does not log in or scrape private content.
ADP uses the collected documents in its compliance research for payroll and employment regulations. That work supports guidance provided to ADP customers operating across different jurisdictions. The expected sources are public government and regulatory websites rather than private commercial systems.
The crawler identifies itself as AdpResearchBot/1.0. ADP documents a maximum rate of 0.5 requests per second and no more than three concurrent connections per host. It also says the crawler applies exponential backoff after HTTP 429, 502, 503, and 504 responses, which gives operators concrete behavior to compare with their logs.
Despite its AI crawler category, payroll-bot is not described as a public AI search bot. ADP explicitly says the collected data is not used to train AI models. Allowing it may help ADP keep customer compliance guidance current, but it does not create a documented route into general AI answers or training sets.
The robots evidence conflicts. ADP says payroll-bot strictly honors robots.txt and crawl-delay, while Cloudflare's bot record marks followsRobotsTxt as false. The file metadata leaves robots behavior unset. Treat ADP's policy as the operator commitment, then confirm actual compliance on your own host and enforce a block if needed.
Cloudflare identifies ADP as the operator and links to the same technical documentation. It also provides a Web Bot Auth directory at https://payroll-bot.adp.com/.well-known/http-message-signatures-directory. Signature validation can distinguish registered payroll-bot traffic from a copied user agent, and ADP's documentation also links to published IP ranges.
